Regional and rural broadband providers are experts at serving their local community. They build fiber to farmhouses, wire main streets, and connect the schools, municipal buildings and healthcare locations that anchor a town. When a family turns on Netflix from their home in Fargo, North Dakota, they trust their local provider to bring high quality bandwidth right to the house. Or a local store making sure they have access to their inventory system and website. What they don’t see is the greater network underlying it. That handoff comes down to where these companies sit in the internet's structure. Most regional and rural operators, whether electric or telephone co-ops, municipal networks, fixed-wireless operators, or competitive fiber builders, focus on local business and consumer markets, and purchase IP Transit or Transport service from an upstream provider to increase their reach to content providers that their customers access.

Regional providers want reliable upstream service, not just available upstream. If the upstream service a regional provider buys has long outages, jitter, or significant latency, their end users will blame them – no matter how high quality the last mile is. 

The value of an upstream partner is not only in its quality, but also in how connected it is.  Every “handoff” between networks adds potential latency and increases the possibility of packet loss. For a customer streaming, gaming, or on a video call, the latency or packet loss degrade their experience. Look for an upstream provider that has direct connectivity to content delivery networks, key application platforms, cloud providers, and other ISPs regionally, nationally, and globally. Resiliency is another piece of the puzzle.  Even the most reliable network has occasional outages – such as for maintenance or capacity upgrades.  An upstream provider’s resilience is part of the local / regional provider’s resilience. From content packages and network infrastructure, to equipment for the end user’s premises, these consortiums make it easier for local and regional providers to find the right solutions.

A regional ISP with strong local support, uncongested infrastructure, and solid upstream provider can outperform a larger ISP’s residential product in its own market. That is the point. The operator owns the last mile and the customer relationship. And with local technical support and installation, they can provide the personal touch a large ISP can’t. What they need from an upstream partner is a solid network, reach, and reliability worthy of the fiber they have already put in the ground.
