Cogent Communications Signs A National, Multi-Year Agreement with PAIX

WASHINGTON, D.C., January 22, 2002 - Cogent Communications, a Tier One provider of ultra high-speed Internet access and long-haul and metropolitan transport services, today announced a multi-year agreement with PAIX.net, Inc. (PAIX), including all PAIX locations throughout the United States. PAIX is a leading carrier-neutral Internet exchange and subsidiary of Metromedia Fiber Network, Inc. (MFN) (Nasdaq: MFNX). This agreement allows Cogent to maximize multi-lateral peering relationships to further enhance the efficiency and performance of its network. Cogent will leverage the reliability, security, and scalability provided through PAIX's locations to deliver unprecedented bandwidth services at radically low cost to its commercial and service provider customers.

"Cogent is very pleased to reach an agreement with PAIX that allows Cogent to create private and public third-party peering relationships at all the PAIX facilities in the United States," said Dave Schaeffer, CEO and founder of Cogent Communications. "Cogent clearly benefits from using the PAIX peering points to further build relationships with other third party service providers who share the same goal of providing their customers the best experience possible while on the Internet," he added.

PAIX's strategically placed Internet Exchange locations complement Cogent's current architecture, further enhancing the reach and proximity to customers of Cogent's nationwide IP Optical end-to-end network. Cogent Communications has multiple metropolitan OC-48 rings in 20 major cities that deliver non-blocking data traffic using Dense Wavelength Division Multiplexing (DWDM). These metro rings are connected via a multiple OC-192 national backbone utilizing IP over DWDM technology. "Cogent's commitment to participating in all our sites will add value for all our customers at each site who want and need to exchange traffic with Cogent," said Tim Guarnieri, VP and General Manager of PAIX.net, Inc. "Cogent is, and will continue to be, an integral participant in our PAIX facilities."

PAIX.net serves as a primary Internet peering hub and enables the exponential growth of the Internet through its geographically dispersed facilities. National service providers depend on PAIX.net to provide regional and national carrier-independent data switching, promoting faster network performance.

About PAIX.net

PAIX.net, Inc., headquartered in Palo Alto, California, began operations in 1996 as Digital Equipment Corporation's Palo Alto Internet Exchange. Having proven itself as a vital part of the Internet infrastructure, PAIX serves as a packet switching center for ISPs. PAIX also offers secure, fault-tolerant co-location services to ISPs. PAIX enables ISPs to form public and private peering relationships with each other and choose from multiple telecommunications carriers for circuits, all within the same facility.
