Cogent Connects 2nd C-SPAN Distance Learning Center

WASHINGTON, D.C., June 30, 2003 - Cogent Communications Group, Inc. (AMEX: COI), a Tier One, next generation, optical Internet service provider, announced today that C-SPAN has selected Cogent to provide a 100 Mbps high bandwidth connection to Pace University's midtown Manhattan campus. This is the second such connection that Cogent has provided to C-SPAN to use for its expanding distance learning program.

The newly equipped studio is the cornerstone of a new cooperative arrangement between C-SPAN and PACE University that will include distance learning and remote productions from PACE. The distance-learning center is located at Pace University's Midtown Campus at 551 Fifth Avenue. At this location, Pace offers both graduate and undergraduate courses during day and evening sessions.

Classes taught over the Cogent-Powered connection will have unprecedented bandwidth, allowing C-SPAN to provide Pace students with access to both on-location field cameras, as they cover unfolding events, and to C-SPAN's archives containing thousands of hours of political programming.

"Cogent has delivered consistently and at a value that we can not ignore," said Barry Katz, C-SPAN's Video Assets Manager. "We look forward to including Cogent in our discussions as similar opportunities arise in the future."

Cogent has been widely accepted by the University market and has many universities nationwide as customers. University connections are used primarily to provide the entire campus setting with an ample supply of bandwidth at affordable prices. These connections allow the universities to meet all their bandwidth needs - including research, storage and the social demands of students - without breaking the Universities' IT budgets.

Cogent currently provides service to a combination of universities and regional university/research networks representing over 184 Universities. Many of the universities and regional networks have connections at aggregation points in metro areas, allowing Cogent to connect far more universities then it can actually reach with its existing network footprint.

"C-SPAN has been an excellent customer and we feel there is a real synergy between their distance learning programs and the universities we now connect," said Dave Schaeffer, CEO Cogent Communications. "Distance learning is one way to bring teachers and leading authorities on subjects being taught into an educational setting that they could not ordinarily reach."
